It comes as North Korea's state media announced Friday local time that their leader inspected a site for testing "a newly developed cutting-edge strategic weapon", South Korean Yonhap news service reported.

Diplomacy has stalled since the June summit between Trump and Kim in Singapore, with Washington pushing for more action on nuclear disarmament and the North insisting the United States first approve a peace declaration formally ending the 1950-53 Korean War.

North Korea is testing a new "high-tech" tactical weapon, according to reports.

South Korea says it is in the process of analysing what the weapon is, but many have pointed out that the North made no commitment to halt any weapons development or shut down its missile bases.

Their release differed dramatically from American student Otto Warmbier, who was arrested in North Korea for alleged spying after taking a propaganda poster from a hotel room.

KCNA said the test was successful.

"The discussions touched both upon bilateral relations as well as on regional and worldwide issues and our Prime Minister referred to new opportunities for our bilateral relations under the Trump Administration since President Trump took office", the Foreign Secretary said.

Eugene Lee, spokeswoman of South Korea's Unification Ministry, declined to comment on Kim's inspection of the weapons test. "We have saved over Rs 80,000 crore, or $12 billion in prevented leakages", Modi said.

Kim expressed "great satisfaction" and said the test marked a "decisive turn in bolstering the fighting capacity" of the North's military, KCNA said.


The "ultramodern tactical weapon" had been developed over a long period and its "great success serves as another striking demonstration of the validity of the Party policy of prioritizing defense science and technology and the rapidly developing defense capability", it added.

Very few in the world would trust in Kim's sincerity over ending his nuclear weapon program, knowing his unpredictable record.

North Korea, South Korea, China and the usa have technically been in a state of war since 1950, since the Korean War did not end with a permanent peace treaty, but a cease-fire agreement that left Korea split in two.

Mr. Modi reiterated India's vision of a peaceful, open and inclusive Indo-Pacific region, strengthening maritime cooperation and commitment to a balanced Regional Comprehensive Economic Partnership (RCEP) pact, Ministry of External Affairs spokesman Raveesh Kumar said.

Mr Yang said the latest North Korean test will not completely break down nuclear diplomacy, though more questions would be raised about how honest the North is about its commitment to denuclearisation. He stressed that President Donald Trump is "still grateful" for the Republic's hosting of the Trump-Kim summit in June 2018.

Quoting Vice President Pence, the Foreign Secretary said, the United States looks forward greatly to working with India on various issues both on political side and economic side "to ensure that we have a fair rules based worldwide order".

United States officials insist on the complete, verified and irreversible denuclearisation of the Korean peninsula before sanctions are lifted. We're going to keep the sanctions in place.

"It is entirely the power of the strong Korea-U.S. alliance that drew North Korea into dialogue and made the current situation possible", Moon said at the start of the meeting.
