The President of the State Committee of the People's Democratic Republic of Korea (PDRK), Kim Jong-un, welcomed Moon at the Sunam International Airport where both men embraced with a cheek-to-cheek hug.

The two Koreas are more optimistic about reaching agreement on building a "peace zone" around the Northern Limit Line, the de facto maritime border in the West Sea that was drawn up unilaterally by the Western powers and runs uncomfortably close to the North Korean shore, as well as withdrawing guard posts from the demilitarized zone and banning firearms from the Joint Security Area in Panmunjom.

There's also worry that a legally binding peace treaty would allow North Korea, and its backers in the U.N. Security Council, Russia and China, to demand that the U.S. -controlled U.N. Command that polices the Korean border under the armistice be disbanded.

The two leaders will hold talks on Tuesday and Wednesday to discuss ways to advance inter-Korean relations and ease military tensions on the Korean peninsula. On the other hand, North Korea wants a regime-security guarantee that includes declaring the Korean War over and signing a non-aggression peace treaty.

South Korean President Moon Jae-in said Monday that he will push for "irreversible, permanent peace" and for better dialogue between Pyongyang and Washington, during "heart-to-heart" talks with Kim.


South Korea is pinning high hopes on Kim's remarks to Moon's special envoys earlier this month that he wants to achieve denuclearization within Trump's first term in office ending in early 2021.

For the third time this year, the leaders of North and South Korea are meeting face to face.

Moon is scheduled to return to Seoul on Thursday morning.

Moon flew to Pyongyang Tuesday for the third inter-Korean summit with Kim.
