The Latest: South Korea president leaves for North Korea

The President of the State Committee of the People's Democratic Republic of Korea (PDRK), Kim Jong-un, welcomed Moon at the Sunam International Airport where both men embraced with a cheek-to-cheek hug.
North Korea, Lee said, portrays all visits by foreign heads of state as reflecting on the "manifold virtues of the Great Leader", and that's especially true of "a Pyongyang pilgrimage by the leader of the illegitimate Korean state" to the south.
Samsung Electronics Vice Chairman Lee Jae-yong and other South Korean businesspeople who accompanied Moon on the visit are expected to meet with the North's Deputy Prime Minister Ri Ryong-nam.
Moon wrote "the heart of the nation is united in peace and prosperity" in a visitors book before the talks began.
Moon has been instrumental in brokering the diplomatic thaw that saw a historic summit between Kim and U.S. President Donald Trump in Singapore in June, where the North Korean leader backed the denuclearization of the peninsula.
The two Koreas are more optimistic about reaching agreement on building a "peace zone" around the Northern Limit Line, the de facto maritime border in the West Sea that was drawn up unilaterally by the Western powers and runs uncomfortably close to the North Korean shore, as well as withdrawing guard posts from the demilitarized zone and banning firearms from the Joint Security Area in Panmunjom.
There's also worry that a legally binding peace treaty would allow North Korea, and its backers in the U.N. Security Council, Russia and China, to demand that the U.S. -controlled U.N. Command that polices the Korean border under the armistice be disbanded.
The two leaders will hold talks on Tuesday and Wednesday to discuss ways to advance inter-Korean relations and ease military tensions on the Korean peninsula. On the other hand, North Korea wants a regime-security guarantee that includes declaring the Korean War over and signing a non-aggression peace treaty.
"Second is facilitating North-US talks for denuclearization".
South Korean President Moon Jae-in said Monday that he will push for "irreversible, permanent peace" and for better dialogue between Pyongyang and Washington, during "heart-to-heart" talks with Kim.
South Korea is pinning high hopes on Kim's remarks to Moon's special envoys earlier this month that he wants to achieve denuclearization within Trump's first term in office ending in early 2021.
For the third time this year, the leaders of North and South Korea are meeting face to face.
Moon is scheduled to return to Seoul on Thursday morning.
Moon flew to Pyongyang Tuesday for the third inter-Korean summit with Kim.
Yoon told reporters Tuesday's events marked the first time Kim Jong Un has opened a summit in Pyongyang.
Mr Kim gave the South Korean president an exceedingly warm welcome, meeting him and his wife at Pyongyang's airport - itself a very unusual gesture - then riding into town with Mr Moon in an open limousine through streets lined with crowds of North Koreans, who cheered and waved the flag of their country and a blue-and-white flag that symbolises Korean unity. -North Korea nuclear negotiations and keep their own engagement on track.
On Sept. 9, North Korea held a military parade marking the 70th anniversary of the country's founding and did not display intercontinental ballistic missiles as it had in the past. "I, once again, express my gratitude toward the efforts that President Moon has made".
Some experts believe Moon is preparing for the resumption of inter-Korean economic cooperation projects after diplomacy eventually yields results.
On Wednesday, Moon and Kim plan to hold a second round of talks after which they are expected to unveil a joint statement and a separate military pact created to defuse tensions and prevent armed clashes.
A second round of official talks will also take place on Wednesday, after which they are expected to release a joint statement as well as a military pact to prevent armed clashes. Currently, however, all major joint projects between the Koreas are stalled because of US -led sanctions.
