As Vox explained in an earlier article, Mueller is only required by law to deliver a final report to Deputy Attorney General Rod Rosenstein, who will ultimately decide whether to release any or all of Mueller's findings to Congress or the public.

The Trump legal team's position has been that any sit-down interview has to be limited to matters before Trump became President, and for questions related to possible obstruction and other post-inauguration matters to be done in writing.

"On another significant aspect of the investigation - whether the president tried to obstruct the inquiry itself - Mr. Mueller and his investigators understood that issues of executive privilege could complicate their pursuit of a presidential interview and did not ask for written responses on that matter, according to the letter, which was sent on Friday", the Times reported.

In his letter, Mueller did not address whether he had ruled out the idea of subpoenaing Trump or might push for a voluntary interview on later. That includes whether the president obstructed justice in his attempts to undermine the Russian Federation investigation. So, I consider it to be an illegal investigation.
