Trump seeks to roll back Obama-era coal emissions standards

On Tuesday, the Environmental Protection Agency proposed a new rule regulating coal-fired power plants, which - according to the government's own figures - could cause thousands of premature deaths per year.

The proposed ACE rule will now undergo a public comment period before being finalized.

It will also result in the release of more soot and smog-forming chemicals that will kill up to 1,400 Americans a year by 2030, EPA documents show.

The plan was the centrepiece in an effort to lower emissions and help meet global climate change goals set out in the Paris agreement, which Trump has pledged to leave. It will recommend a set of technologies to increase power plant efficiency, which individual states will then use to come up with plans of their own choosing.

Trump is scheduled Tuesday evening to visit West Virginia, the nation's second-largest coal-producing state.

The EPA said price of electricity is expected to drop by a half a percent at the most by 2025 under the new rule.

The new plan, an advance copy of which was reviewed by The Wall Street Journal, recommends a menu of upgrades created to let coal-fired plants produce energy with less fuel and seeks to eliminate triggers that mandate costly technological overhauls at coal plants.

Washington is poised to sue the Trump administration - again - over a possible change in environmental laws, state officials said Wednesday.


"This seems to be driven by the economics as far as the coal industry versus solving the problem", he said. The US might well have missed its emissions reduction goals set in the Paris climate agreement even with the clean power plan in place.

Those moves have been rebuffed by California and a dozen other states, which have led a push to maintain high environmental standards and legally challenge the Trump administration's rollback of the Obama-era rules.

Additionally, the Clean Power Plan was always a kind of environmental pig in a poke. On Tuesday, the administration announced that it will soon be curbing coal regulations by replacing President Obama's Clean Power Plan with their "Affordable Clean Energy" proposal. The argument has not yet been tested in court, although opposition to the rule proposed today may give the administration a chance to try it out.

"We're basically at a time when the impacts of climate change have never been more obvious in the form of heat waves and wildfires, and drought and the spread of disease", she said.

Paul Billings, senior vice president of public policy for the American Lung Association, said in an interview that it's not clear how the EPA arrived at the new, lower numbers.

Duke does "appreciate EPA's efforts to propose a regulation that fits within the agency's statutory authority while recognizing the important role our states play in generation planning", but it's committed to reducing 2030 Carbon dioxide emissions by 40% from 2005 levels. "We need strong, immediate action to drastically cut climate change pollution and promote affordable, clean and sustainable energy - not foot-dragging and backtracking that seeks to prop up dirty, expensive power plants".

The agency also noted that the new regulations would "increase emissions of carbon dioxide" and "increase the level of emissions of certain pollutants in the atmosphere that adversely affect human health". The EPA called the Obama rules "overly prescriptive and burdensome".
