"Officer, officer, I feel highly uncomfortable", Irizarry tells Connor, who does not appear to respond to her as he is addressed, and can be seen turning his back and walking toward his police vehicle. The forest preserve officer seen in the background of the video and not coming to her aid resigned Wednesday. The officer, identified by authorities as Patrick Connor, resigned Wednesday night.

"His personnel file will reflect that this officer did not resign in good standing, with a note indicating that he left the district with discipline pending", the park agency's general superintendent, Arnold Randall, said Thursday.

The 62-year-old has now been handed two additional charges, of committing a hate crime, after video his racist harassment went viral. "I told him I was uncomfortable multiple times".

Mia Irizarry posted a video that went viral, capturing an ugly scene as she was trying to celebrate her 24th birthday peacefully in the Forest Preserves of Cook County in IL in June.

On Twitter, he said: "We can not allow those who do not understand America's greatness to terrorize people due to their background". Please let's just do this all together, if you see hate, stand up and speak. "The investigation is ongoing and the officer involved has been assigned to desk duty pending the outcome".

On Monday, Forest Preserves of Cook County, which administers the park, tweeted it was aware of the June 14 incident and video, and it had launched an investigation.

More police arrive, and Irizarry says she still doesn't feel safe. She said the group politely complied but her Puerto Rico shirt appeared to act as a trigger to the man. The man resumes his abuse, saying: "You're not American, if you were American you wouldn't wear that".

For several minutes the man berates Irizarry and at one point stands a few inches from her.

"That officer did absolutely nothing, he did zero", Irizarry said during the video. "This is not the America we all believe in".
