The bill gives the Alberta government the ability to retaliate against the B.C. government for any delays to the Trans Mountain Pipeline expansion, including driving up gas prices and restricting exports to the province that would include gasoline, oil, diesel and natural gas.

"The government of Alberta introduced and supported the Act because it asserts B.C.is responsible for "delays" to an expansion of the Trans Mountain Pipeline", says the claim, filed this week in court in Alberta.

Trudeau dispatched Morneau to negotiate a deal with Kinder Morgan in mid-April, a week after the company halted all non-essential spending on the $7.4-billion pipeline pending reassurances from Ottawa that opposition to the project was not going to prevent it from being completed.

This week, Alberta premier Rachel Notley had bowed out of a Western premier's meeting, saying she planned to concentrate on the pipeline project ahead of the May 31 deadline.

The Alberta government has been putting pressure on BC for the past few months, instituting a boycott on BC wines, raising pro-pipeline billboards in BC, and, most recently, passing legislation that would cut off BC's supply of Alberta oil.

"Premiers always have to juggle a number of competing priorities and commitments and I respect Premier Notley's decision to focus her attention elsewhere", the Premier of the Northwest Territories said in a statement issued on Monday.


They were part of a demonstration by the US environmental group, Mosquito Fleet, Greenpeace US and Sierra Club that organised a rally in the city against Kinder Morgan's proposed pipeline expansion. "Nonetheless, what I would suggest is it's probably premature, although we appreciate them sharing their arguments with us in advance".

His concerns largely stem from the limited science available on how diluted bitumen behaves if it is spilled and the risk that comes from increasing the amount of it being shipped on tankers out of Kinder Morgan's marine terminal in Burnaby, B.C.

Next day, Alberta energy minister Margaret McCuaig-Boyd expanded on the threat on the floor of the Alberta legislature.
