Italy's Prime Minister-designate Giuseppe Conte gave up on efforts to form a government on Sunday after the president apparently rejected his pick for the economy ministry, increasing the likelihood of another election this year.

Italy's tentative ruling coalition has unraveled after President Sergio Mattarella rejected the appointment of euro-sceptic Paolo Savona as economics minister.

"The adhesion to the euro is a choice of fundamental importance for the perspectives of our country and our youth", Mattarella said.

Mattarella has held up formation of a government, which would end more than 80 days of political deadlock, over concern about the far-right League and anti-establishment 5-Star Movement's desire to make the 81-year-old economist Paolo Savona economy minister.

After the coalition's collapse, Italian bonds, stocks and the euro rallied.

"If there's not the OK of Berlin, Paris or Brussels, a government can not be formed in Italy".

Mattarella ultimately refused to back the so-called "euroskeptic" for the economy portfolio.


"The main risk is that the stand-off will further embolden the 5-Star Movement, and, especially, the League". Such a call is usually a prelude to being offered a mandate to form a government.

He will struggle to gain the approval of parliament with Five Star and the League commanding a majority in both houses.

Last week, it looked as if Italy was finally about to get a new government after nearly three months of political deadlock following inconclusive elections back in March. However, with the country looking ever more unstable and probably heading for fresh elections, the trend may be short-lived-while the Italian stock market rose by 1.9% at one point, it went into the red a couple hours later.

However, Italians could be heading back to the polls as Mr Mattarella said he was considering political party leaders' requests for another election.

In Sunday's statement Mr Savona did not mention his opinions on the euro, but more than 70 slides outlining a "plan B" for Italy's exit from the euro, co-authored by Mr Savona in 2015 with a dozen others, circulated on social media.

Under that article, the president would be voted on "for high treason or attacking the constitution" by all members of parliament. Under that clause, parliament can seek to remove a president if a simple majority of lawmakers votes in favour.

"Why don't we just say that in this country it's pointless that we vote, as the ratings agencies, financial lobbies decide the governments".

The centre-right Forza Italia party and the centre-left Democratic Party (PD) both denounced calls for impeachment.
