Video shows water rushing down Main Street in Ellicott City, just outside Baltimore.

Rescue swimmers from all three shifts are being called in, the department tweeted, with swift water units responding from as far away at Northern Virginia.

As the water swept through the city, numerous videos posted online showed the flood rising to engulf the ground floors of buildings and streaming into open windows.

The devastation was especially hard to comprehend coming barely two years after the last flood that ravaged the city, he said.

The areas of Ellicott City and Catonsville, outside Baltimore, were experiencing "catastrophic flash flooding", with another forecasted surge of water "imminent", according to the National Weather Service. The Community Action Council of Howard County is asking for water, cleaning supplies and flashlights.
