During questioning by members of the Senate Intelligence Committee at her confirmation hearing on Wednesday, Haspel said she "doesn't believe that torture works".

Haspel is under fire from some senators for her overseeing "enhanced interrogation techniques" employed by the Central Intelligence Agency against suspected terrorists in the past, and in particular for not saying during her Senate testimony whether torture is immoral.

Enhanced interrogation techniques such as waterboarding that were used on terror suspects following the September 11, 2001 attacks would still be used today if it were up to former US Vice President Dick Cheney, he said in an interview on Thursday.

McCain, who was tortured during the Vietnam War and has always been an opponent of the harsh interrogation techniques used during the George W. Bush administration, came out against Haspel's nomination on Wednesday night. "If it were my call, I'd do it again".


Haspel has served in the CIA for decades and was chosen by the president to lead the agency after several of her colleagues endorsed her for the role. "I would absolutely not permit it", she added. So far, the only Republicans who have announced opposition to Haspel are Sens.

With Donnelly's support, Senate Republicans, who hold a slim 51-49 majority, have a chance to reach the necessary votes in a floor vote.

Both Donnelly and West Virginia Democrat Joe Manchin, who also supports Haspel, come from conservative states and face tough re-election bids in the November midterm elections.

Donnelly joins fellow Democratic Sen.
