The scandal has prompted a wider debate about the government's harsh methods against illegal immigration.
The fallout of the Windrush scandal saw Ms Rudd resign after she admitted "inadvertently misleading" Parliament over targets for removing illegal immigrants.
"She was presiding over, in her terms, the creation of a hostile environment", towards illegal immigration, he said.
Answering an urgent question on the Government's response to the Windrush scandal, Mr Javid promised those affected he will "do whatever it takes to put it right".
Rudd's resignation on Sunday evening came after weeks of scrutiny over her handling of a scandal centred on the treatment of immigrants of mostly Caribbean descent who arrived in the United Kingdom after World War II to address labour shortages.
Labour's London mayor Sadiq Khan has welcomed Mr Javid's appointment, but he also made clear that he believes much broader changes to immigration policy are needed.
Rudd told lawmakers last week that there were no targets for the removal of people deemed to be in the country illegally.
She felt it "necessary" to tender her resignation after the emergence of documents showing those goals were in place.
Replacement Mr Javid is the son of a Pakistani bus driver who had arrived in Britain in 1961 with one pound in his pocket.
Mr Javid, a former investment banker and MP for Bromsgrove since 2010, has been communities secretary for about 18 months.
He became a Treasury minister in 2013 and joined the Cabinet in 2014 as culture secretary before switching to business secretary in 2015 and communities secretary the following year.
He backed the losing Remain campaign in Britain's 2016 referendum on its European Union membership, but his pro-EU position was lukewarm. "At housing he has proved his drive, his ambition and his determination to get to grips with hard subjects and these are abilities which will all be required at the Home Office".
Ms Abbott said "all roads lead back" to the prime minister who, as the "architect of this crisis" - must come before the Commons to explain "whether she knew that Amber Rudd was misleading Parliament and the public last week".
Ms. Rudd's departure also removes from the cabinet one of its strongest pro-European voices.
James Brokenshire - who stepped back from his role as Northern Ireland secretary while he received treatment for cancer - will replace Javid at the Ministry for Housing, Communities and Local Government, while worldwide development secretary Penny Mordaunt will take on the women and equalities brief vacated by Rudd.
Immigration control remains a hot topic in Britain and was a factor in the June 2016 vote to leave the EU.
Mr Javid confirmed his predecessors had set deportation targets but refused to say he would abolish them.
The furor has grown since the Guardian newspaper reported that some people who came to the United Kingdom from the Caribbean in the decades after World War II had recently been refused medical care in Britain or threatened with deportation because they could not produce paperwork proving their right to reside in the country.
He also said: "The most urgent task I have is to help those British citizens who came from the Caribbean, the so-called Windrush generation, and make sure they are all treated with the decency and fairness they deserve".
Some have lost jobs and fallen into debt as they struggled to prove their status.
Following Ms Rudd's appearance before MPs on Wednesday, the Home Office said it had "never been (its) policy to take decisions arbitrarily to meet a target".
