The top U.S. doctor on Thursday urged more Americans to carry naloxone, an antidote to opioid overdose, as the nation grapples with a surge in deaths due to potent prescription painkillers and heroin.

The Surgeon General issued an "Advisory on Naloxone and Opioid Overdose" today, drawing attention to the effectiveness of the opioid overdose antidote naloxone.

NACDS has urged steps to enhance the accessibility of naloxone, including the recommendations of a study conducted by the Johns Hopkins Center for Health Security and funded by NACDS. Between 2010 and 2016, the number of opioid-overdose deaths jumped from 21,000 to 42,000. More than half of opioid overdose deaths happen at home, he said in a news release. But FDA regulations allow the commissioner to order a rescheduling review and allow petitions for OTC rescheduling from "any interested person"-not just drug manufacturers".

According to Wittke, overdose deaths often occur when a family member who could have administered naloxone, is in the next room.

Steven Chassman, executive director of the Long Island Council on Alcoholism and Drug Dependency, a treatment program that runs Suffolk County's 24-hour hotline (631-979-1700), said the agency was the first to put naloxone in the hands of substance abusers, and over the last eight years had trained over 14,000 people to use it.

"It's my feeling that we should be training people on how to use naloxone at the same time and in the same way we train people to use CPR", she said. First responders in Jacksonville, Fla., in 2017 found that some drug dealers would provide Narcan to people who purchased heroin, in case of an overdose.

The advisory considers those at risk for overdose as individuals who take opioid prescriptions for pain and those abusing opioid drugs, including heroin. Boulder County Public Health uses a mobile app called OpiRescue, which also calls 911 and gives instructions for how to use naloxone, to track how many lives have been saved by people using those kits.
