According to Viventi's letter, Strampel issued new guidelines for Nassar after the investigation but did not notify the MSU Health Team or establish a system to monitor or enforce those guidelines.

William Strampel, who was a supervisor of disgraced former sports doctor Larry Nassar, was arraigned Tuesday by video from jail on four charges.

In response, Strampel met with Nassar and the two agreed on a series of protocols to prevent a similar "misunderstanding". Things like wearing gloves, and getting consent for treatment.

Nassar continued to treat girls and women at Michigan State's clinic for another two years. Nassar was let go in 2016 for his failure to comply with the protocols. Dozens of girls and women have asserted abuse that occurred after the 2014 investigation. He told police past year that he never followed up after ordering Nassar in 2014 to have a third person present when providing treatment to "anything close to a sensitive area". Strampel is also facing a felony "common law offences" charge, which alone could carry a maximum five-year incarceration period.

The four criminal counts against Nassar's former boss include fourth-degree criminal sexual conduct. At one Michigan State event, the woman alleged, Strampel stared at her chest, and when she directed the dean to look at her face, he replied, "eye candy is eye candy". He's also charged with groping female medical students. "Many of these photos are of what appear to be "selfies" of female MSU students, as evidence by the MSU clothing and piercings featured in multiple photos", according to the complaint. Investigators also found pornographic videos, and a video of Dr. Nassar performing "treatment" on a young female patient.

Bill Forsyth, the special prosecutor leading the investigation of Michigan State, is scheduled to give an update at noon on Tuesday in Lansing, the state capital. After facing criticism for her handling of the case, the president of the university, Lou Anna K. Simon, resigned in January.

The basic facts about Strampel's handling of the 2014 complaint have been well-established - and publicly reported - since December 2016.

Strampel stepped down as dean of the college in December, citing medical reasons, but retained a professorship. Nassar is now in jail serving an effective life sentence.

"William Strampel did not act with the level of professionalism we expect from individuals who hold senior leadership positions, particularly in a position that involves student and patient safety", Interim University President Engler said in a statement in February.

His arrest comes following an investigation by the Michigan Attorney General's office that dealt with how the university responded to claims that Nassar abused patients.

Police said Mr Strampel was arrested on Monday and would be formally charged in court on Tuesday afternoon. "Those requests fell on deaf ears until the entire country was exposed to this disaster".

"The new charges, which Strampel's attorney denied, make the university a bigger target for the "#MeToo" movement that has engulfed powerful men across society in harassment and abuse allegations. MSU sources told the WSJ that the school had been trying to terminate Strampel for a while now.

Numerous women said they were assaulted even after the guidelines were put in place.

"I remember thinking, 'this is really inappropriate, but this is the dean of my medical school, so what do I say". As she stood next to Strampel waiting for [a] picture to be taken, Strampel reached around and grabbed V-2's left buttock and gripped it firmly.
