These new grower/processor and dispensary permits are divvied up among Pennsylvania's six medical marijuana regions.

The health department will issue up to three permits to dispensary applicants located in the 10-county Northeast region, which includes the Lehigh Valley, Scranton/Wilkes Barre and Hazleton.

Also, 866 doctors have applied to become eligible to recommend medical marijuana to patients, and 473 are approved.

Nine new dispensary permits are going to the southeast Region 1 covering Schuylkill, Berks and Lancaster counties and the five-county Philadelphia area.

While medical schools in the US have played a sideline role in marijuana research-mostly due to federal restrictions on the plant-the Pennsylvania program is a step toward a more formal integration between private industry and well-heeled academia.

In approving medical marijuana in 2016, assorted Pennsylvania leaders promised the state would become a national leader in medical marijuana research.

The research producers not only will be granted a lucrative permit to grow; they also will be awarded a permit to operate six dispensaries apiece.

The state also is launching a unique research effort that will run in parallel to the established commercial program, conducting clinical investigations into marijuana and selling to the public.


Participating medical schools and hospitals will require a partner to grow, process and dispense medical marijuana separate from current licensees in the program.

Now, Pennsylvania is about to begin accepting applications from medical schools that want to conduct such research.

The law doesn't allow medical marijuana in dry leaf form.

The state law allows for a potential total of 150 commercial dispensaries statewide, on top of those 48 clinical registrant dispensaries.

"We have ample capacity in the system", Collins said in a conference call with reporters. According to the regulatory language, those grower/processors may also sell product to dispensaries licensed through the other seven clinical registrants, as well. The department will publish a list of approved academic clinical research centers by the end of May, and prospective clinical registrants working with approved research centers will have until July 12 to apply for one of the eight permits. Applicants must pay a nonrefundable fee of $10,000, as well as a $200,000 refundable permit fee.

Because the ACRC will be merely looking over the shoulder of clinical registrants performing the actual research and are not directly involved with the studies, formal DEA approval is not needed.

Ontario's relatively few retail locations will make accessing recreational marijuana "inconvenient for a significant number of Ontarians", making those consumers "highly unlikely" to switch from the black market to the regulated market, Benjamin Dachism, C.D. Howe's associate director for research, wrote in the report. It may be prescribed to residents who are certified to have one of 17 qualifying serious medical conditions.

Almost 6,700 Pennsylvanians have received medical marijuana under the state's new program, according the the Pa. Department of Health (DOH). Almost 7,000 have gotten their medical marijuana identification cards and obtained products from dispensaries. That's up from the current limitation of no more than one patient.
