Presidential spokesman Kim Eui-kyeom on Tuesday said in a written briefing that National Intelligence Service Director Suh Hoon held talks with Kono for three hours on Monday evening in Tokyo. It is seen as very unlikely that Kim would go to Washington or Trump to Pyongyang, so most expect a neutral location to be used. Now the new U.S. president has agreed to talk with him, one on one.

Kim is scheduled to meet South Korean President Moon Jae-in at the JSA in April for their first ever summit, and South Korean officials see it as a top contender for a Trump summit as well.

"At the same time, all sides must exercise patience and be attentive, and show political wisdom, to appropriately face and dispel any problems and interference to resuming the talks process", state media cited Mr Xi as saying.

Its continued nuclear and missile provocations and threats against South Korea and the United States also have generated distrust toward the regime, especially among the younger generation.

Tillerson says many steps must occur before the meeting between Trump and Kim.


It made no mention of any summit plans, let alone any conditions or statements on whether Kim is seriously mulling abandoning his nuclear weapons.

A senior United States official told reporters, "Kim is the only one who can make decisions" in North Korea.

Chung announced last week that Trump said he would meet Kim by May "to achieve permanent denuclearization" of the Korean Peninsula.

North Korea's silence on its upcoming summits with the United States and South Korea is likely due to caution over organising its stance regarding the meetings, according to South Korea's Ministry of Unification. Ahead of Trump's decision to accept Kim's offer of talks, Pyongyang agreed to pause its nuclear and missile testing, but made no commitment to halt its research and development on ballistic missiles - which is hard, if not impossible, for the Americans to trace.
