Solar summit provides major boost to climate action

Prime Minister Narendra Modi and French President Emmanuel Macron will be formally launching the International Solar Alliance on Sunday.

Under the ISA, 100 centres for excellence would train 10,000 technicians to achieve the target of 1,000 GW of solar energy that needs $1,000 billion, Macron said. "They made a decision to act and keep acting, and that's why we are here, in order to act very concretely", Macron said.

"Focus was also on climate change, technology, renewable energy & development co-opeartion".

The treaty-based organization, launched by Indian Prime Minister Narendra Modi in 2015, aims to promote solar energy in 121 countries.

Modi also called for a strong and professional ISA Secretariat located in Gurugram.

A three-page 'Delhi Solar Agenda' issued at the end of the conference stated that the ISA reiterated its commitment to the 2030 UN Agenda for Sustainable Development that calls for eradication of poverty in all its forms and dimensions and for transforming our world in which development and application of technology are climate-sensitive, respect biodiversity and are resilient.

"But in order to reach $1,000 by 2030, to reach 1,000 GW solar energy, we need private investors".

Macron, who arrived in India Saturday on a three-day official visit, has pledged an extra €700 million ($861.5 million) for solar energy projects in developing nations.

Without any names, he referred to countries quitting the historic Paris Climate agreement and said ISA nations came together to "deliver complete results".


The ISA initiative was launched on November 30, 2015 as an action oriented worldwide and intergovernmental organization to maximize harnessing of solar energy potential, to modernise our energy systems, universalise access to energy, accelerate economic development and to alleviate poverty.

Today's summit will discuss various projects being prepared by different countries in areas including rural electrification, off grid solar power, water supply and irrigation.

The ISA will support various PV initiatives in countries between the tropics by backing the likes of ADB's New Deal on Energy for Africa, which aims to achieve universal access to energy in Africa by 2025.

"The one trillion dollars needed for solar investments globally in the coming years will obviously not come from governments alone". As much as 20-50 per cent of the population do not have access to power, he said.

It was announced at the summit that a Project Preparation Facility (PPF) has been set up by India to assist its development partner countries towards preparation of viable projects that can be considered for concessional financing under Lines of Credit. The ISA is the first global treaty-based organisation headquartered in India. "We need to encourage innovation in the solar energy sector to find different uses for it", he said.

"We have to make sure that a better and more cost effective solar technology is available to all", Modi added.

Regulatory aspects as well as standards have to be framed which will expedite adoption of solar solutions, Modi said, adding that consultancy support has to be development for putting up bankable solar projects in developing countries.

"Of the 121 prospective nations, 61 have joined the alliance, 32 have also ratified the framework agreement".
