USA allocates billions for the needy in Africa

Former Assistant Secretary of State for African Affairs Linda Thomas-Greenfield told VOA on Tuesday that Tillerson is "absolutely correct" on Chinese influence in Africa, but "he did not say what will done to counter balance that influence".

In his speech on Tuesday at George Mason University, Mr Tillerson said the USA has "a longstanding partnership with Kenya".

Nigeria will benefit from about 533 million dollars to be released by the United States (U.S.) to some African countries humanitarian assistance.

The relationship between the United States and Africa under President Trumps administration did not necessarily begin on the best note with the president's tough stance on immigration which is affecting many Africans in the diaspora and on the continent; condescending comments made by the president, which he publicly denied afterwards; and the recent disagreement with some East African leaders on the importation of second-hand clothes. But seeing as one of the objectives of the visit is to "spur mutually beneficial trade and investment", the Secretary of State can help us make sense of the USA trade policies towards Africa.

Tillerson's Africa visit includes Chad, Djibouti, Ethiopia and Nigeria.


China is aggressively working to expand its regional influence, which is something of concern to USA lawmakers.

Tillerson spoke about China's investment in the continent at a lecture at George Mason University on Tuesday. Another $110 million was earmarked for Ethiopia to help amid a drought, with the remaining $128 million helping Nigeria and the Lake Chad region nations.

The State Department stressed that the half-billion in additional dollars for Africa that Tillerson announced were humanitarian aid, not development assistance, and would come from the State Department's population and refugees office and from USAID programs for food and disaster assistance.

In Ethiopia, for example, total USA investment of around $567 million, is dwarfed by Chinese investments, which are more than $15 billion, according to the State Department.

The US would do more to reduce trade and investment barriers for African partners, he said.
