Internet service companies have argued consumers won't notice a change, but they also lobbied hard to eliminate net neutrality, arguing that fewer regulations will allow them to create new services. Automattic, Kickstarter, Etsy, Foursquare, Shutterstock and Expansion have petitioned the US Court of Appeals for the DC Circuit as part of a group called the Coalition of Internet Openness.

Under the new law, service providers are also required to disclose information about their management practices, performance and commercial terms.

In Hawaii, Governor David Ige ordered state government agencies to only take Internet-related services from companies whose contracts include net neutrality principles. For example, it's quite evident that federal laws supersede state legislation.

Because the FCC prohibited state laws from contradicting its decision, opponents of the Washington law have said it would lead to lawsuits. "It allows a student in Washington to connect with researchers all around the world - or a small business to compete in the global marketplace".

Separately, 21 states, including Washington and OR, have filed a petition to appeal the FCC's action in the U.S. Court of Appeals for the District of Columbia in another attempt to block the repeal of the federal net neutrality rules.

"Washington will be the first state in the nation to preserve the open internet", Washington Gov. Jay Inslee said during a bill signing ceremony.


Washington is not the only state making this stance.

Although a handful of states have taken executive action to address concerns about the FCC's action, Washington is the first state to pass a law requiring the rules to be followed within its boundaries. To date, there are at least 25 other governors across the country who are looking into their own net neutrality bills.

The new law, which goes into effect in June, prohibits Internet service providers from blocking legal content and slowing down a website's speed unless the content provider pays a higher service price.

On February 22, a coalition of 23 state attorneys general challenged the FCC in the DC Circuit, alleging the new order violated USA federal law, including the Communications Act of 1934.

Main, who opposed the bill, added, "There should not be a state-by-state patchwork of differing laws and regulations".
