Russia Vetoes UN Resolution Pressuring Iran Over Yemen

The draft also urged members of the council to take further action against Iran for breaching the arms embargo.

Following the vote, US Ambassador to the UN Nikki Haley told reporters during a visit to Honduran capital Tegucigalpa: "If Russia is going to continue to cover for Iran then the US and our partners need to take action on our own".

The text, drafted by Britain and backed by the United States, received 11 votes in favor and two abstentions but was blocked by Russia's veto.

Russian Ambassador to the United Nations Vassily Nebenzia said Russia "cannot concur with uncorroborated conclusions and evidence which requires verification and discussions within the Sanctions Committee".

After the veto, the council unanimously adopted a Russian-drafted measure that extended for one year the sanctions regime against Yemen, but that text made no mention of Iran.

"If Russia is going to use its veto to block action against Iran's unsafe and destabilizing conduct, then the United States and our partners will need to take actions against Iran that the Russians can not block", she said.

The vote was 11 in favor, Russian Federation and Bolivia opposed, and China and Kazakhstan abstaining.


After the UNSC failed to pass the UK-drafted resolution, Russian Federation proposed its own draft later on Monday, which was subsequently and unequivocally adopted by the UNSC. As CNBC writes in an article "Russia sets stage for UN veto of western bid to call out Iran", the United States has been lobbying for months for Iran to be held accountable at the United Nations, while at the same time threatening to quit a 2015 deal among world powers to curb Iran's nuclear program if "disastrous flaws" are not fixed.

A report by a United Nations panel of experts in January accused Iran of violating arms embargo on Yemen after claiming that missiles fired by the Houthi revolutionaries at Saudi Arabia past year - in retaliation for deadly strikes staged by Saudi-led coalition- were made in Iran.

Defending the purely technical proposal, that omits any mention of Iran and extends sanctions up to February, 2019, Nebenzia said that its "apolitical" nature is what is necessary to achieve the much-needed unity at the UNSC.

Describing the situation in Yemen as "very complex", the Chinese envoy also pointed to the lack of proof of Iran's supposed violations. In his words, Iran has to take responsibility for its actions.

It entered its most active phase in March 2015, when the Saudi Arabia-led coalition invaded the country.

Khoshroo went on to say that there is no military solution to the crisis in Yemen, adding that Iran believes in a political solution.
