'Number of homeless people in England hits highest level'

Many believe that the figures don't reflect the true number, as they are arrived at following a count on one night by Salford City Council.

He continued: "The number of people sleeping rough fell under Labour but has more than doubled since 2010, and is up for the eighth year in a row under the Tories". While the manifesto commitment from the government on rough sleeping and the initial steps taken to achieve the target is welcome, the latest figures serve as a stark reminder of the need for urgency.

"Another big problem is people getting into rent arrears due to Universal Credit, causing misery across our city" she added "There needs to be money put into a 24 hour hub for homeless people to go for support, and a night shelter".

"As part of this, we want to ensure that nobody has to sleep rough on the streets of Oxford".

In London, there was an increase of 173 (18 per cent) rough sleepers, and 444 (14 per cent) in the rest of England for the period autumn 2016 to autumn 2017.


With 217 people sleeping rough, Westminster was the worst affected by the phenomena, while in second place with 178 rough sleepers recorded was Brighton and Hove, which styles itself a "city of sanctuary" for illegal immigrants and asylum seekers.

This year's figures also show nearly one (0.94) in every 1,000 households in Hastings was sleeping rough during autumn 2017, above the national rate of 0.2 rough sleepers to every 1,000 households.

Any strategy to address rough sleeping must address these principles and sit alongside good quality short term emergency accommodation and prevention services.

This means that an estimated 4,751 people bedded down outside overnight past year, a figure which has nearly doubled since 2010.

Elsewhere in Greater Manchester, rough sleeping counts have also increased, with Tameside recording 43 rough sleepers, compared to 19 the previous year; Bolton 17 compared to eight previously, Bury 10 compared to three previously and Manchester recording 94 compared to 78 the previous year.
